the theory is this is the only private plane going from illinois/chicago to delaware. biden lives in delaware, and the VP pick has to be in illinois for tomorrow mornings speech in springfield. as such, since the VP pick also wont be flying commercial, people are looking for private planes flying to and from chicago to locations where VP possibilities live. in this case, the theory goes, a private plane dispatched from chicago to delaware is a hint that it will make the return trip with some extra passengers - mainly biden and family.
