NeYo confirmed what we already knew: that he was working with Bey on material for the album. He can't confirm if that's going to be the final released tracklist since Bey and her camp will decide that. The article you posted says as much itself:

That means this list came from someone who was in-the-know enough to know that NeYo worked on tracks on the album, and that NeYo subequently confirmed them BY TITLE.

I always thought Gaga was bringing out a single before March and the rumours indicated that too.

But for Ratchet I think it's one of two things

1.) Gaga tore her hip so they had to cancel the joint promo they had planned prior. It's a seemingly obvious and simple explanation of why nothing from #FFFFFFive has materialised and why she has been so weirdly silent.

2.) Gaga and Bey saw Azealia and her ratchet ramblings on Twitter and have been quietly working to get her scrapped off the track. Gaga withdrew exclusivity of the deluxe edition of her album from TARGET because of a flakey homophobic link between it's personnel. It makes no sense for Gaga to be so supportive of gay rights and all that jazz yet associate herself with someone like Azealia.

Gaga's team have been volatile at times (DJWS, Starlight, Tara) but they've NEVER discriminated against gays.

This also highlights that the list may be from an earlier time in the album's production.
