Premiere Pro / DivX help?

I'm starting to get annoyed :(

I can output a lovely looking WMV file with no artifacting whatsoever, but the image quality isn't as good as a good DivX file and I'm sacrificing on the audio to save file size and make it remotely streamable. I want a good hard copy of my movie in DivX, but I'm getting horrible artifacting/mess...

The source videos are 352x288 at 25fps for the most part, captures of video game footage. Some of it was done higher at 640x480. As an oversight on my part, the movie's general settings are 352x288 at 29.97fps and these options seem greyed out now, so I can't change em I don't think.

I've moved the work area to the first minute or so of the movie rather than compressing the whole thing every time to test out different options, but I've not come up with anything. I've been rendering anywhere between 780kbps and 1000kbps, at 25fps, at 29.97fps, same resolution as source, I've tried both field orders, deinterlacing... what the hell am I doing wrong? Would it be worth getting the pro codec so I can do proper multi-pass renders?

That's been happening with literally every codec I've been using in Premiere Pro. I just end up exporting to a raw AVI and compressing with VirtualDub. Works much better, and you have more options available.
