They could... but Nintendo seems to have been granted a patent for all game system emulators running on handheld game systems iirc. The latest Rin GB/GBC emulator for PSP supports sound and runs at 100% speed if you have V-Sync off. Sometimes V-Sync on will still make the game run at full speed but other times it slows down the sound. That raises another issue, as they'll need to actually come out with games good enough to make people feel like they need to purchase another PSP.
