Ehhh no they can't. They can try, but they have to mention why. At least in EU.You don't have a "right" to know why. Until the government intervenes, these companies can get away with banning you without having to provide evidence.
Tell me. How do you download offline? As soon as you download a game, you get a license on your profile. Ban = Bye bye license access and thus no access to offline content.huh?
Online only game? I don't see how a ban can stop you from playing your offline downloaded games.
It begs the question: why did this "accident" happen in the first place.
