Sakurai probably has a certain number of characters in mind. Characters he's already deemed OK. And he probably has a rough sketch in his head (or on a napkin) about how each character might work. Not down to the last detail like he did with Greninja, but he probably has some ideas.
The poll will help him decide which of those characters he will make. Let's say he has 10 characters in mind, and plans to make three. The poll might push him more toward certain characters than others.
I'd think that if Sakurai had characters lined up, he wouldn't go with an open poll format. It wouldn't make sense to go with an open poll format since it's more time consuming to sift through, especially with all the joke entries.
The poll is nothing more than an elaborate scheme to placate fans for when he puts in Wonder Red.

While I do believe that there's a bit more merit to the votes for getting DLC characters sorted out, this might just be the equivalent to the previously Japan exclusive Dojo votes on characters players wanted to see in future titles. IIRC the Brawl and Melee ones were the only ones ever fully published and they were translated way after the fact. (AKA, statistics they could use to determine more characters to add in the future, especially as with 4, they've hit the high points on most franchises included and want to gauge what else would garner player interest.)
I actually don't believe Smash 4 had an official poll, but I think Famitsu ran a sort of unofficial one, and such beloved characters like Dark Pit did very well in it. Ike got more votes than Marth lol, this was long before either was confirmed.

People will be disappointed regardless, so I still don't see why they would go with this format if he had anyone particular in mind. I agree with ShockingAlberto. I'm pretty sure you're talking about the Nintendo Dream character poll Sakurai once retweeted and people love to throw around. It has nothing to do with Smash Bros, just a Nintendo magazine conducting a character poll. I'm not sure if it's a monthly feature, but I know it's at least taken rather frequently and is rather dependent on recent releases.

The whole Ridley size argument reminds me of the arguments people had about the Koopalings as Bowser Jr. alts when the rumors first started. Before they were shown off people said it wouldn't make sense for the Koopalings to all be the same size. Now that the game is out nobody seems to care anymore.

It seems that they're using DLC Mii Fighter outfits to please fans of characters that aren't exactly worthy of becoming a fighter by putting them into the game as Mii Fighter outfits instead.
I know everyone's most excited about which fighters we'll get as DLC, but what about Mii Fighter costumes? I haven't seen many people talking about those, and I think trying to predict what we'll get is quite interesting. It seems that they're using DLC Mii Fighter outfits to please fans of characters that aren't exactly worthy of becoming a fighter by putting them into the game as Mii Fighter outfits instead. However, any character that gets turned into a Mii Fighter outfit would have to fit into one of the three Mii Fighter classes: Brawler, Swordfighter, or Gunner. Any ideas as to who we'll see next? I think a Knuckles costume for Mii Brawler is pretty much guaranteed. I'd like to see a Tails outfit over Knuckles, but I'm not sure he would fit into one of the Mii Fighter classes well... I suppose Tails could be a Brawler, too, though, but Knuckles is more fitting.
That'd be better than nothing if Wonder-Red doesn't make it in! Though I'm not sure sure how well Wonder-Green would work for a Mii Gunner outfit. Since the Mii Gunner design has an arm cannon, it makes it hard for it to work with characters other than Mega Man- or Samus-like characters with a blaster on their arm...As Gartooth mentioned before, if Wonder Red is not a DLC character, I will be more than okay with a Wonderful 101 set costume for the Mii fighters. That's what marketing teams for so they can looking through so carefully and find what is proper DLC characters to sell to specific balances between genders.
Well, yeah, I don't think ALL DLC Mii Fighter outfits will be based on characters that can't be fighters, obviously, but it's a great opportunity for some characters!I can see that for Protoman and Dunban, not so much Link. I'm pretty sure it's playable or nothing for Snake. Why pay Konami to use Snake if you're just going to sell the costume?
