The true sequel, Soul Calibur was released in 1998, and later beefed up on the Dreamcast. That game's sequel, Soul Calibur II, was released in arcades and on all living consoles in 2003.

So basically Soul Blade is the slightly-suckier version of Soul Edge.

In the U.S., some of the more "risque" elements were removed from the intro/game, and in the UK, Li Long's nunchuks were changed to a different weapon. I can't remember which version of the game had Mitsurugi changed to a blone-haired pirate with an eyepatch named "Arthur" though.
The arcade Soul Calibur is NOT running on the same Playstation hardware as the console system...that was System 11. System 12 was a more powerful version of the PSX, and while Namco did a great job converting other System 12 games like Tekken 3, they weren't arcade perfect...models didn't have as many polys, 3D backgrounds had to be removed, etc.
