You keep referencing other shows, yet other similar 12/13 episode shows did not have a rushed pace part of it, fast maybe but not rushed. Madoka Magika did an excellent job in this with Kyubey being the main villain and his motives still up in the air until the last fourth of the series. A show that aired last season, White Album 2, wasn't rushed either with its drama being extended over multiple arcs but not semi-ending until the last 2 episodes. And if we are referencing multiple arcs in general look at Log Horizon who was agreed to be a fast pace but handled each arc's pacing pretty damn perfect.
First Madoka magica is one story , it's not a sucession of arcs
It's one story as a whole with his twists planned , Black bullet is an ongoing Novel , it's hardly the same thing.. More kyubbei wasn't established as a vilain right from the start, his role was ambigous . Hardly the same situation and it worked because it had so many episodes to tell his story.
Again in black bullet that's just one arc that went down.. i honnestly think it's unfair to compare the 2.Kyuubei shift and the numerous twist that came before it were certainly NOT in play in the first 4 of madoka., i'd tell you that.
As someone who is up to date with the log horizon japanese novel, i can tell you that log horizon was anything BUT rushed or
even fast paced . LH went on average with 5 episodes /book ( 5 books adapted with 25 episodes ) with is again the norm considering the size of the book ( number of pages /book).If anything and i've said it numerous times during log horizon anime release , it matched and adapted the books perfectly up to the finest details and nailing the pacing.Everyone agrees, even the Log horizon writter on this.
Also , Black bullet is eating his reference material mostly at the same rate as log horizon.
Referencing all those shows above, you put Black Bullet's first arc next to their first arcs it is prominent that Black Bullet is rushed as hell. Yes I understand that specific subplots can extend beyond the arc they're introduced in, the issue I have here specifically is that Black Bullet sets no precedence for that. There is no aspect shown so far in the first 4 episodes/arc to signify overarching plots besides the 'human on the verge of "extinction"' theme. As I've stated before episode 4 was executed in such a way it would fit as the last episode of an anime with a lead-in to a supposed season 2.

How can you set précédence , when it's your first arc ? You're describing your world and introducing the story to your reader/viewers ? How can they be a precedence.when it's the job of the first volume/arc to start the sub plots , introduce the characters , set - up the forces at play and so on.
In the first 4 eps of black bullet, we get several pieces of information.
We got info about the children , about the threat of the monsters , heck from the first scene we have a flashback forshadowing a tragic past with the main character.
We got several scenes about the status of the society and we spend half of episode 2 and half of episode 3 about those themes and you're telling me that

i'm sorry but what about all that happenned ?
What about the girl that got shot ?What about the policemen in ep1 that got killed because they didn't accept the hero existence ? what about the entire deal with enju school ?what about the big moron that let his partner be hungry and treated her as a tool ? What about the damn end of the first arc, where it was made a
big deal, that even people highly up in the chain of command refused to accept the cursed children? The thing was present
all over the first 3 eps but there is no reason to treat it as a big problem ?
I seriously don't get it , why you ignored all those or you considered that it can't be treated over the course of the serie. It's even more weird since this theme is actually the serie main theme.
