TF2 isn't the most balanced thing in the world. CS is great, though.

And that is probably more down to pure luck than Valve having anything to do with it. Or anyone else for that matter. If you look at how much of CS that is actually played competitively then you'll realize that it's not a whole lot. There's maybe 4-5 maps that are good enough for competitive play (and Valve made none of them) and less than 50% of the arsenal is used. And plant/defuse is the only mode played.

From a competitive point of view all this is good enough and in my opinion de_dust2 is the greatest multiplayer map ever made but it's a mistake to think that anyone had a plan with all this. And especially to think that Valve had anything to do with anything (aside from making HL1 moddable). In fact it's pretty amazing how reluctant they've been with fixing some of the few problems Counter-Strike has (de_nuke ramp flash bug I'm looking at you).

I would argue that BW's balance only exists because of the genius of its players and the fact that community maps are the ones used, not the flawed Blizzard maps.
