You can only buy through the store that matches the country where your bank/CC is registered (also you need to have the same IP, but support can unlock your Steam account). So if you move to the US, but use a non-us bank account, you can't buy through the US store. I'd send a ticket to Support when you're about to move.

Which I assume is Steams way of telling me I can't buy it. So I decided to take Witcher 2 out of my cart, it still shows up as $13.39 on the main page. There is no sign that I'm linked to the Russian site and everything is in English, yet I'm now getting the $13.39 amount. Nothing works in my cart when I try to check out though. Witcher 2 doesn't work and other games don't work either.
