Try Spotflux. For best results you'll want to also exit Steam prior to enabling the VPN.

GFWL will be running no matter what. You can play without logging in, however, some characters will be disabled. You need to login to make them all available. Yes, even for offline play.

Even ctrl+f'ing for "Steam" I don't see the quotes you mention, though the reviews say the only one with a Steam key is JSR so I just went ahead and bought that through Steam.
