As the tariffs were before NAFTA I think that isn't the main problem. The problem is ultrafiltered milk, they import that into Canada duty free. Which is used in yogurt and cheese. US Dairy is doing a pretty penny on that.

Under NAFTA there should be no or minimal tariffs. If you think the other country is giving a competitive advantage to its exporters by giving a subsidy to them, you can impose countermeasures.
