Valve is independent in the sense that they're a privately traded company where shareholders are likely senior staff still present at the company (eg: Gabe) or departed senior staff and nobody is trading their percentage ownership. Valve operations are funded by their own developed revenue.
CDPR are a mostly publicly traded company that would still answer to shareholders who partially fund the company if, for example, their titles started severely underperforming. They're not quite like Valve, as funds come from their own revenue and shareholders/banks/whatever.
But they, like Valve, aren't tethered to any publisher and retain ownership of their titles.
Right, but none of this changes Wild Hunt being what it is. I mean, yes they follow rules, because that's the characters they chose to have in the game. Like I said, Ciri is maybe the only curve ball that warrants further discussion based on her intended build and abilities and what they actually present. Triss and Yennefer look the way they for reasons that don't require reimagining. The rest of the cast is supporting, regardless of gender, and in my opinion nicely mixed.

The game does have some really nice minor character models, but main characters' designs follow different rules.
Cerys is rad and so are those NPC girls with large noses, but they're minor, non-marketable and non-ploughable characters and that's why they get to look different. Elihal also stood out, but not only was he a minor character, he was basically a punchline.
Iorveth was nice (though it's not like he was a male model with a strategically unbuttoned shirt), but he was also in a game where female leads didn't HAVE to wear high heels.
Sorceresses doll up, except for Triss, who couldn't even fix herself with magic until CD Projekt Red came in and "improved" her. Meanwhile, Geralt's entire body is still a huge mess of scars.
