Nope, it bases its catch rate multiplier on the level difference, but that's all it does. The only type of pokéball that bypasses catch rate checks is the master ball (for obvious reasons).

No democracy is the biggest reason. When Reddit made huge elaborate plans, they had simple gen 1 design or democracy or both to work with
