Once a skill reaches level 1, it's learned permanently, but leveling it up beyond that makes it more powerful. It levels as you use it no matter what weapon is equipped, but if you keep the weapon that teaches that skill equipped, it earns twice as much experience. So there's an incentive to use older weapons for faster skill leveling.
