The scene does give me hope that they won't be painting Tony as the "bad guy" in the Civil War storyline. If they're going to do it, they should actually do it interesting, with neither side being the clearly "correct" one.

So I had a theory regarding Civil War, considering the lack of secret identities in the MCU...

What if the registration is not of secret identities, but basically a selective service as all superheroes are required to help out if a world-threatening issue goes down (like Ultron will be). Obviously Steve, being Steve, would be all for it, but Tony, being Tony, would not.

Its a bit weird based on what we've seen so far. Tony in IM2 is pretty much anti-government anti-big system, but then he's also been through a lot since then, has that changed? Steve is the one who seems more likely to be mistrustful of large-scale government operations after the events of WS

I'm intrigued by the positioning of Avengers 3:1 and 3:2, with Captain Marvel and Inhumans in between. Marvel movies don't really jump around time wise all that much so I wonder if they're going to establish a new status quo at the end of part 1 that gets built up by those two films for a big finale in part 2.

Well keep in mind that by Cap 3, there will be a whole lot more superheroes.
Not just the Avengers so far, but Scarlet Witch and Quicksilver, Daredevil (who does have a secret identity) and presumably Iron Fist or Luke Cage depending on how far the Netflix shows have gotten, and any more they debut in Agents of SHIELD.

So there will be more heroes, superpowered and not superpowered.

Also I am quite certain Skye is a new character, not a comics character. However

I'd say that I don't think Tony is against "big systems" as much as he is against big systems that he isn't in control if. He'd never let anyone else have an Ultron program, but if he were running it, it would be cool by him.

It's probably more along the lines of the government wanting to keep tabs on heroes. Blaming Tony for Ultron. Tony blames himself and sides with the government. Cap doesn't like that idea.
