If they allow Manor to race, it makes a mockery of the 107% rule and the reasons it was introduced.
The only exceptional circumstances should be if you can consistently show you're able to run within 107% of the pace, and a one-off problem in qualifying prevents you from doing that.
Scraping one or two laps together across all practice sessions should not get them a veto from the rule, IMO. If nothing else, it's damaging to the sport.
