Not really embarrassing, France are defending olympic champions and several time World/European champions whereas GB is not a major Handball team.
Looking at the wiki, GB has won three matches since 2008. France has actually won more major titles (4) in the same amount of time.
 
If it was possible for them to compete in both the decathlon and all the other events simultaneously without dying, or if the decathlon followed the "one event per day" scheme, that number would probably be pretty respectable.

I just checked, the personal best results of the world record holder in Decathlon for each of the events would have been enough to win the bronze medal in 2008 Olympics for Long Jump. Most of his best results would not have been enough to even get to the final.

The level of specialization just makes it impossible to medal in multiple events in athletics. Bolt would in all likelihood be unable to compete even in 400 meters. Long Jump is really the only realistic possibility for sprinters.

Most decathletes are nowhere close to the world leaders in each event, it doesn't matter if they would do one or all events in one day. The reason they are decathletes is because they are good at each event. The endurance aspect separates the great from the good. The only reason Ashton Eaton has such an impressive long jump is because he is an amazing jumper. Whereas his throws are tens of meters behind the leading throwers.

Yes you can, because it's not even close. If a Decathlon athlete wanted to be competitive in any of the individual events, they would have to sacrifice the rest.

One example is Caroline Kluft, a Swedish Heptathlon athlete. She won gold in Athens and was 3 time world champion, but then turned into a Long/triple Jumper. She won one bronze indoors.
