Can someone explain to me how the clock works in football? It just counts up even during times when the ball isn't in play. How do they know how much time is left?

There is a 4th official who determines how much time is to be added on at the end of the halves and will instruct the ref on the amount. In general though, if there are no major stoppages you can expect to see 1 minute of extra time in the first half and 3 minutes in the second. Also worth noting, the ref is free to use discretion as to when the game ends, they can go beyond the allotted extra time if they wish (for example, often if there is a goalscoring opportunity like a corner or a freekick they will allow it to be taken before finishing)

Are you sure? i thought it was the ref who instructed the 4th offical. Before the mics, you could see the ref signal the amount of time to the 4th official with his fingers.
It's a bit of a joke to be honest, but stopping the clock would be far too technical and futuristic for the beautiful game.
