There's a separate company, BBC Worldwide, that receives no subsidies, and sells stuff like this.

All profits from BBC's commercial endeavours (DVDs, sub-licensing, international sales etc) are fed back into next year's budget.
Your license fees do not fully fund all the programming on the BBC. These types of products supplement the shortfall in funding between the costs of the BBC programming and the funding it receives from the license fee.
