They can't touch Ubisoft for 10 years based on cloud arrangements made for ABK acquisition. They contractually agreed to that stipulation.Square enix , Capcom or Sega make the most sense surely. Microsoft seem like theyd go for Ubisoft as they have marketing deals with a lot of the tentpole Ubisoft games too

Problem Sony have is the fact Microsoft could out bid them without any problem at all. I'm hoping Microsoft just concentrate now on the Studios they have and get them creating and releasing great content. To be fair apart from Insomniac Sony aren't doing too great with their Studios either, look at the shit show with Naughty Dog.

I agree with this. I think they are better off buying devs than killing their pockets trying to buy publishers that are nearly half their size.There is literally no publisher that is actually worth the money from Sony's point of view. Surely MS can gobble up Bethesda and ABK and really not feel a thing just to shift the power position on the market, but Sony works more strategically. When Sony or MS buys a publisher, they are buying a competitor and the "value" of the IP and the publishing infrastructure is basically dead weight on the price. Take a look of the industry and you can bet that the executives in Capcom, Square Enix and similar big publishers are losing sleep every night over the next commercial flop with a 120m budget. What's the point of spending billions for those issues?
Buying studios however, is only a smart move. Let's say Insomniac - 230 million dollars. What do you get for that money? A few teams of extremely talented people with a great track record, of course their technology. Sony owns the R&C IP already, and whatever project Insomniac would have worked on, they would have needed a publisher anyway - SIE, MS or EA for example. Staying independent must have it's benefits, but also risks. Sony has even acquired studios that have just been formed that have not put out a single game yet.
Are there still any "big" studios that are possibly available to buy? Remedy, Kojima Productions? Both of them probably want to stay independent. Sony should rather be buying licenses to Konami IP to bring back fan favorites, and create new IP.
Honestly, I could see that this chain of events might make other third-party publishers relationships with Sony even better. Microsoft already has Call Of Duty, Doom, Overwatch and Halo as first-party titles. Why exactly would EA fight hard over Xbox players' attention with the next Battlefield game, and why would Microsoft even care?

I don't see PlayStation gong after a big publisher that doesn't have a big mobile presence in addition to AAA games and GAAS.Presuming they are for sale the only real answer here is Capcom. They have a portfolio of well known and well loved legacy titles that would fit nicely on PS+, a great track record over the last few years from a quality perspective, developers competent enough to make games of Sony "quality", a long history working with Sony, and franchises that would fit nicely into the Sony stable without too much overlap and/or fit well with Sony's current initiatives (Street Fighter and EVO, Monster Hunter and GAAS, RE and VR, etc.)
Capcom are the clear winner if Sony go the publisher route.

Mihoyo actually makes the most sense to me if I'm being perfectly honest.
Mihoyo would be more than double what Sony paid for Bungie and more than what MS paid for bethesda. They aren't small.They are also a smart target for acquisition. I say go all in, grab both, throw in a side of From Soft and a large drink, and make it meal!
