If every game was on every system, what would be the point of having different systems in the first place? Without multiple systems you don't get competition and without competition you get stagnation and regression.Why not first party?

Most probably with third party exclusives. Console makers want the bragging rights against another while the third parties want to maximise the sales.. I imagine the more third party exclusives we see, the more this will happen.
Doesn't change anything for me, I'll never game on a Windows OS.
