No, I'm playing it now on PC and the effects on Johnny are the same as on the PS side. From what I can see, many of the effects appear to be only a pixel or two wide, and then they pulsate variably.
I wonder if the NS2 needed to tone them down due to the low internal rendering resolution and upscaling making it appear extra noisy.

Haven't watched but I have no doubt Switch will perform better simply for having better CPU and newer patches.
XBO/One X/PS4/PS4 Pro support died shortly after Edgerunners. A lot of stuff the current gen got was scrapped as well like some housing stuff. Not to mention the expansion patches.
