Looking at the video, I still see her hitting the buttons in the middle column and thus hitting the door hold button. Plus the middle column has her floor(the 4th floor). But now that I think about it, shouldn't she know the placement of her floor considering that there are only 2 elevators in that hotel? She's been there since the 26th of January, right? If she didn't, she would know which column perhaps? The only reason I see her pressing any buttons is because she could probably tell where she was by the color of the floors.
Then again, maybe she wanted to go to the lobby instead of the 4th floor.
I think it's going down, not up. But yeah,it's functional since in the end of the video, you see a different color wall.

You said she went outside to play with the buttons, but during the whole video she always has her back to it. She had numerous opportunities to press the button to call the other elevator, and she never does so, nor does she ever turn around to face the buttons.
Possibly you are right, but it doesn't change much what floor she pushed for.
It could mean there is no issue with the elevator, but she obviously thinks there is a problem, and you have to wonder why should would hit multiple buttons on her first entry, unless she had done the same in the other elevator.

She was high and using the elevator like a toy.
The camera has a motion sensor. It goes into sleep mode because there hasn't been any movement for a few seconds (30?). It starts recording again when the door closes (with a slight delay).

Yeah, I brought it up before in a previous post. Someone else pointed out that the camera possibly operated only on motion control within the elevator.
I'm just wondering if there are lobby cameras or cameras at the entrance, they got to exist. If they do, I imagine they are being examined for anyone who followed her into the hotel obviously. If someone did follow her into the hotel, and they were not a guest or employee, I would imagine the LAPD would release that footage to the public looking for the suspect. For all we know, they could have someone under questioning or surveillance right now.
At this point, I'm exhausted by the whole examination of the evidence as well. My heart just goes out to her family and friends, that's what I'm thinking about. I can't imagine what they're going through and I hope they have a support system around them.

Hmm yeah so she is waiting for the other elevator, and either it doesn't show up is she can see it is taking forever to arrive. During the whole video she never faces the buttons on the outside, ever, making me think she never even takes into consideration the other elevator. This would match what you posted.
Still wondering why she presses multiple buttons inside the elevator the first time. Maybe she is on drugs, maybe she can't read the numbers at all but just remembers or thinks her floor is in the middle row so she presses them all thinking she'll recognize the floor color.
Or she really is on drugs/head not right.

-So looking at tour videos of the Cecil hotel, it seems like the bathrooms are always at the right side of the elevators.

Alright so based on the above hotel review, it's plausible that of the two elevators, one was simply out of order. Let's assume that to be true (a big assumption but bear with me).
So there's only one working elevator left that takes FOREVER to move through the floors (as it's both slow moving and has slow-closing doors, as evident in the video, in addition to being called to other floors often).
So then why would she press all the buttons? It would only delay her trip away from her suspected stalker.
Or: Delay her stalkers trip towards her.
I think she pressed all the buttons in the elevator 100% with the intention NOT to use the elevator. She thinks her stalker is on the same floor as her. I think her plan was to slow the elevator as much as possible so that she could make a run for the stairs. With the elevator rendered useless, her stalker would have to use the stairs as well, where she would already have a good headstart. Why didn't she make a run for the stairs? Perhaps she was too afraid and couldn't work up the nerve before she heard a noise, which made her try to hide in the corner of the elevator.
Alternate explanation: She thinks someone is trying to take the elevator up to get her. She is on the 14th floor, and perhaps suspects the elevator is about to be called down, or the elevator has actually been called down and she was able to catch it before it left. She delays the elevator as long as possible by holding the door open, but she was smart enough to press a bunch of other buttons in the event that she has to temporarily leave the elevator long enough that the doors can close and the elevator embarks.
I definitely think someone does come up from the stairs, and I think Ether Snake's image of the mirror with the stairwell in the image is a really good find. Perhaps the alternate strategy is indeed the case, except the stalker who was in the lobby got fed up waiting for the elevator (thanks to her stall tactics) and went for the stairs sooner than she expected.

BTW reviews says that there are communal showers and toilets on each floors, and that there are no toilets in the room. If so, considering how she is dressed (I and I think it's night time?), she might have just gone to the communal toilet (probably not showers as she has nothing with her), but maybe saw a creeper in there or on her way to it or on her return. Something weirded her out.
So at that point, she isn't too panicked about it, but a little creeped out, so my guess is she was not outright attacked or anything like that at that point, but a creep has been around her and she knows it.
Do we know on what floor she is at that time? Is it really impossible that she would be on her room's floor? I think there are two possibilities depending on the answer to that question: If she is not on her floor, the creeper may have been met before in another incident, so since then she doesn't use the toilet/shower on her floor but one on another floor, hoping not to meet him. If she is on her room's floor, then she is trying to fool her pursuer into thinking she isn't on her floor, and potentially hoping to force the elevator to go to multiple floors if the creeper follows her into the elevator. That way, if he enters, the door closes, and after it goes to the next floor she exits and he has to stay, causing the elevator to send him at least to the next floor, or she stays inside if goes out. Basically as you described above.

There are no reasons to think she was on drugs when you put it all together. Her behavior doesn't look strange when you consider that someone has followed her, or that she is talking to someone after she goes out and gestures. Also look at my edit above.
