According to the 1,818 X360 games on Metacritic (which includes DLC and XBLA and Indie and all of that crap), a 72 puts you in a tie for the 793rd best game. So yeah, extremely average, and likely closer to bad if you're counting just retail releases. Certainly not the quality I'm sure they were hoping for after all this time.A 72 isn't bad. It's technically classified as good. But, a 72 for a game delayed 11 months and was fairly hyped up? I wouldn't consider that good. More disappointing, if anything.

The gameplay is fun as hell. I need the servers to come up though to get the full experience as intended.

Well despite any weird devotion Sony may have to the franchise, the fact remains that there is almost no public interest in it (it sold moderately well, but it's hard to tell what that means since it was a launch game). If it had been a 9/10 game there would be far more interest in the franchise.
Thankfully PS4 was able to sell on promises alone, but that won't keep it going forever. Critical darlings need to come (which they undoubtedly will).

35 reviews are positive, 16 "mixed" and one is negative. That doesn't exactly scream "mediocrity" to me. I doubt it would for many people considering this is the first entry in the franchise, either.Considering the investment that went into the game, mediocrity isn't acceptable.

A 7.2 is "acceptable" for low budget/indie games. It is not for AAA games and first party devs.

Evolution has had a rough relationship with Sony at console launches. I've heard stories of Phil Harrison being really upset with the Motorstorm gameplay reveal and shunning the Evolution guys.
