Every country have their own presenter to explain what is happening to those who don't understand English.

Spanish is spoken in Spain, that's it. French is spoken in France, Belgium, Switzerland, Luxembourg and that was a lot when there were less countries in competition when rules were made.

Also the hosting country uses its language or english when it's a second official language.
