Need congress to redefine judicial purview (and, ironically, any attempt by congress to change the court's jurisdiction... can be reviewed by the court). There are certain cases defined as original jurisdiction for the Federal Judiciary by the Constitution, but the rest is up to Congress via Judiciary Act of 1789.
