Yeah it's talked about constantly for good reasons. Interesting character builds with a fun sandbox full of factions to play in. DLC is good too. Whole lot of content to chew through.
Avowed is taking forever. The rumors of multiple reboots or changes behind-the-scenes have got to be at least partially true. It hasn't been shown in almost 3 years. At this point it's just as likely Outer Worlds 2 has gone a lot more smoothly and it's now going to come out sooner, as a result. Until we see what their roadmap is we just don't know.

Has there been any mention about the scope for Outer Worlds 2? They compared the first game to KOTOR 2 in terms of scope so if the sequel is more that size then I could see it coming sooner rather than later.

Yeah. But development started in 2020 acording to multiple LinkedIn profiles of Obsidian employees. And since you have all "rules of the world" already created, I don't think development will take more than 4 years.
i don't know why i'm meant to be excited. hardly seen anything of it lol and you have people hyped about it. need to see more before i know if i want to buy it or not.
I mean. If Naughty Dog will show new game, or Insomniac showed CG of Wolverine or PG showed CG of Fable people will be/are excited.
It's because you know the studio and you know what to expect.
Same with Obsidian. People played multiple games from studio so they kinda know what they will be getting.
Tbh, MS has already huge lineup for 2023 with Minecraft Legends, Forza Motorsport, Starfield, Redfall, Ara and Diablo IV (if they manage to get deal through). And that's for first half of 2023.

I really can't wait for this game. There hasn't been a single Skyrim like AAA first person fantasy RPG in 10 years. In fact, there haven't been any AAA fantasy RPGs lately since what, Witcher 3?
