So they had the equipment for trying out the track in places. But DIDN'T USE IT. And are now spending time doing it anyway, but only after someone crashed.

Manor were kinda stupid to go out there blind on slicks but I'd be extremely pissed that only after they crashed did the track authorities feel like cleaning up the place.
