So assuming that this metorite powder stuff is true, lets say I don't have enough to make a legendary, is this going to work for Premium versions of lesser cards also ie Epics and Rares?
Since I've only been playing since open beta, I would certainly love to change a bunch of my powder into scraps at any exchange rate. I don't care about the premium versions of any of my cards and if I can use it to get scraps for cards I do want that would be amazing.
Is the right move here to dust all my premiums that I don't care about and craft a legendary if possible or some epics if not?
It should, provided the card is being changed in the coming patch, but the exchange rate just isn't very good.
Scrap -> Meteor
Common: 30 Scrap -> 100 Meteor : 3 meteor : 1 scrap
Rare: 80 Scrap -> 200 Meteor -> 5 meteor : 2 scrap
Epic: 200 Scrap -> 300 Meteor -> 3 meteor : 2 scrap
Legendary: 800 Scrap -> 400 Meteor -> 1 meteor : 2 scrap
Doing it for non-legendary cards is not a good deal.

Actually, it seems like it's based on the scrap craft value, so that changes the ratios.
Common: 100 Meteor : 200 scrap -> 1:2
Rare: 200 Meteor : 400 scrap -> 1:2
Epic: 300 Meteor : 800 scrap -> 1:2.66
Legendary: 400 Meteor : 1600 scrap -> 1:4

Re-editing the ratios to reflect the original cost of the card, assuming you want to keep one:
Common: 100 Meteor : 200 scrap -30 scrap -> 100:170, 1:1.7
Rare: 200 Meteor : 400 scrap -80 scrap -> 200:320, 1:1.6
Epic: 300 Meteor : 800 scrap -200 scrap -> 300:600, 1:2
Legendary: 400 Meteor : 1600 scrap -800 scrap -> 400:800, 1:2
Looks like Epics and Legendaries are both the same in value IF you intend to keep a basic copy of the card.

600 Scrap ahead, so not quite a legendary, but still ahead.
