Real talk for a second: Both Bella Twins were worse than Eva Marie when they started. Go back and watch their early matches. Absolutely dire. One is now legitimately good in the ring and the other can hold her own, if nothing special.
Mark Henry is another good comp for a male wrestler in the exact same position, only he had his physique to rely on.

Mark Henry also was trained by both the harts and Cornettes ovw.
He's been on the roster for 10 years and it really took him a while to get his own style down.
Plus most guys are more likely to take huge bumps to get over. Women are not going to get over like some guys can with taking a huge bump or some crazy strength move.

Besides if you really want to bury a guy in the roster just don't react.
Outside of minor league hockey I can't think of anything that isnt a top level sport or entertainment production that can get such vitriolic fans.
But even that people are usually rooting for their team.
Does WWE work with an even smaller indie so they can send people like eva to get rebuilt or trained ?
