It stems from a dissatisfaction with reality, kind of a mild, non-specific, body dysphoria that applies not necessarily to the self, but to humanity in general.
That's how I see it.

Varying degrees of animal anthropomorphism have been present in the culture since pre-history, so it's understandable for those visual elements to be drawn into the collective unconscious along with other common fixations like maids, jockstraps, military uniforms and the like; then manifesting to some degree in the preferences of any given person exposed to the right combination of influences.
Though I'm curious as to why you find pedo/hebephilia to be more relatable than anthropomorphic characters - the latter are usually stylised adults, after all.
