Prowess is absent from Ixalan because for much of development, it was a Merfolk-only thing that was a big part of what defined the tribe. It got removed late in the process and thus wasn't ever redistributed elsewhere.

We always take each iconic creature on a case by case basis. Does this creature feel right in this environment? I don't think the absence of the icon is will be too big a deal in Ixalan. The Dinosaurs, for example, hit a similar space.

All sets need sphinxes with sweet card draw effectsI have to imagine that the heavier tribal focus on Ixalan played a role in the choice for no big iconic creature types. If they made one of the green rares a Hydra, that's just one less rare for Dinosaurs.

That's not true. They'd generally fit them where they could, but were never beyond not putting them in if they didn't make sense from a world-building perspective.Yeah that no iconic races in Ixalan seems like a change in policy since they would shoehorn them every plane.
I was losing to Pirates playing Approach. They were mostly just UB though I did run into one splashing red.I have been trying to brew up a "Evasive Pirates" deck.

Deadeye Tracker seems a bit weak, are there no better 1c pirates? 3 mana for a simple bounce spell with some upsides is a bit much, too. Vraska's Contempt and Walk the Plank don't seem standard-worthy, why not push? Marauding Looter feels more like a draft card. Captivating Crew and Hostage Taker seem to overlap
at a first glance, I'd say the quality of the cards looks to be below RDW, and that's without the consistency of one color versus 3
the only other 1 drop pirates are the stormtamer which I have in there and the red one which is a 1/1 that gets a counter with raid.
I agree with Looter. Maybe replace it with Ruin Raider or Dreamcaller Siren?
I'm honestly not sure if loot is that much worse than draw and mandatory life loss. Also depend on the mana curve, I guess. It is almost a Dark Confident though, so technically it should be one of the best pirates
you could also try that one mana "reanimate a 2c creature" // "give a creature haste" card from HoD instead of the graveyard recursion card

The March of the Drowned was because of Looter discarding cards combined with the small bodies on a lot of the pirates. In fact I think going down the Looters and going up to a full 4 Stormtamers with the ability to keep getting them back two at a time seems pretty enticing.
Not sure about her. I have Fathom Fleet Captain in that slot which could possibly have higher upside because he makes 2/2 menace tokens and Kitesail has evasion and also hand disruption.

Best suggesting I can give is cutting a color. Probably red because you aren't getting a lot out of it. Captivating Crew looks like a disgusting card in limited, but I doubt its effectiveness in constructed when removal spells are flying all over the place. It dies to any 3 damage spell, of which there are many, and you'd need 8 mana to get immediate value out of it.

Theros, for example, didn't have any angels, because it didn't fit the world. They used Archons instead.
Tarkir didn't have any angels or sphinxes for similar reasons.
There were no sphinxes on Innistrad or Kaladesh and, now, none of the iconics on Ixalan (that we know of).
