Reminder: the video where Hulst said that was recorded May 20, almost a month ago and before the art theft controversy and the very successful Destiny 2 preorders of its next expansions. And said it in a context of PR bullshit where he from time to time mentioned to be very excited with some upcoming game this year (also mentioned Yotei or DS 2).
But I agree, I assume that as of today they aim to release it before April, maybe now plan to release it during March. I also think that in a few months from now they see doesn't look promising enough, they'll delay it more, maybe half a year more to do further polish and bigger changes or additions.
If Hermen allowed Arrowhead to have a 5 years long delay for Helldivers 2, he won't care of giving Bungie a few extra months if needed.

Sony made a team with the experts in the different GaaS specific areas from SIE Publishing, PS Studios and the different first party studios who work in GaaS (being Bungie just one of them). That team share knowledge about these specific GaaS areas, made best practices guides and reviews these GaaS specific areas and provide support on them.
That team -which again, isn't limited to Bungie at all- doesn't have the capability of cancelling any game from other studios. They only share knowledge, review and support in GaaS specific areas. Bungie and any other studio can decide that other studio should cancel their game, that idea is stupid and nonsensical.
Naughty Dog was the one who decided to cancel TLOU Online once they realized after getting the game reviewed, that the post launch support was going to need more resources than they originally planned to the point that it meant it wasn't compatible with also developing the multiple SP games they wanted to develop at the same time and were their priority.
ND saw they weren't going able to have at the same time the GaaS title and multiple SP games, so decided to kill the GaaS title and focus only in the SP titles.
