Nah, last time I poked in there there was talk that only struts and the personnel missions had R&D timers, and weapons didn't.

What is the extra content in the collectors edition guide? It doesn't seem worth the extra $7 or whatever just for a few pages of art.

They haven't specified what the extra content is.
At least we get the Shinkawa lithograph and probably some more detailed/extra information. It could also be possible that we get some extra DLC, but nothing has been said about this.

Nana is one of the reasons I wanted to play Japanese version. If there was English subtitles in Japanese version I would have played that.
