it is true that a german age rating basically means the game is done, as any and all content missing from the version the USK reviews would mean they'll need to redo the entire process, which costs money.
Capcom did this once, and then cheaped out on doing a re-review.
any german will remember the Resident Evil 4 debacle.
Capcom sent in an unfinished version of RE4 to the USK. that version missed the mercenaries and Assignment Ada.
so, the German version was released without both of them... and this somehow didn't change with subsequent releases either, because now Capcom was scared that they somehow could deny an age rating when they included them for review (which was nonsense of course, but who knows why Capcom throught that)
meaning the PS2 and Wii ports of RE4 did include the main game and Separate Ways... but still lacked Mercenaries and Assignment Ada.
this continued on into the first PS360 HD remasters as well.
the PS4/Xbox One versions where the first releases that were entirely uncut, but only after a patch
so Capcom did eventually sent in the international version for review all these years later... took em long enough
