Games that run with unlocked framerates in PS4 Pro performance mode and used to have trouble maintaining it are running at locked 60fps are benefitting from the faster GPU (with full clock).
Some games run downclocked. AssCreed Unity is suspected to run downclocked, for example.
If every game runs on Game Boost with PS5s higher frequencies, then the legacy modes are useless. Pick your poison.
I honestly think they just fallback to a legacy mode when the game gets beyond broken, but I think only someone with a devkit could really test this out.

It was all speculation based on how boost mode worked on PS4 Pro. Cerny himself only made the vague statement that didn't mention "modes" but just said plainly they expect PS4 games to run with improved performance.
But Sony has yet to make any statements about downclocking on PS5... only vague ones about "Game Boost" and how only some games "take advantage of it."
But in watching the DF video on BC.. every game saw improved performance. AC Unity tanks in some scenes, and they are left to speculate "maybe the GPU is downclocked?" and it makes zero sense since the game is 60FPS half the time and the game unlocked / unpatched on PS4 never got near that.

Not sure if already posted, but Jeff and Brad on the Giant Bombcast (posted today - live yesterday) have noticed that the PS5 version outperforms the XSX of WatchDogs:L and NMS,

I can see where you're coming from here mind.
I think it'll be a combination of a few things. In my mind, it's certainly downclocked to the PS4/Pro profile settings to ensure compatibility but perhaps the makeup of the chipset can handle load better?
It’s because of the amount of 7nm transistors on the APU and efficiency of RDNA 2 and Zen 2, PS4/Pro clocks on RDNA 2/Zen 2 will obviously be more performant than on GCN/Jaguar.

Regarding the frame rate drops in AC: Unity at certain times, that’s most likely because of their engine code, not because of PS5 emulation limits.

Best scenario: Game runs without issues at full clocks. -> Launch the game, boosted.
Next scenario: Game runs with minor issues at full clocks, but no issues at reduced clocks. -> Launch the game, downclocked.
Next scenario: Game runs with minor issues even at reduced clocks. -> Launch the game and issue a warning (downclocking should make it safer to launch the game).
Worst scenario: Game runs with major issues regardless of clocks, or not at all. -> Blacklist the game, issue an error and do not launch.

I'm aware of how PS4 Pro works.. of Github leaks.. my point is there's no info from Sony saying anything downclocks on PS5, and I've been watching a ton of BC videos.. and every game tested has improved performance.
I'm not seeing any actual evidence of downclocking; and there are absolutely no statements from Sony about it.
This causes screen tearing. Both systems can have issues here, especially in cutscenes, and sometimes in gameplay. However, the key takeaway is that PlayStation 5 is much closer to the 60fps target more of the time, while Xbox Series X can struggle. In fact, at its worst, we noted PS5 delivering a 15 per cent performance advantage over its Microsoft equivalent in identical scenarios.
