Snorlax should be kinda in between too. Anyway it's clear you're losing out on the better version, because there's no way a white legendary will be better than a black one when they're both from the same generation (adding that so you won't bring up Lugia against Darkrai).
As of now, Blissey is only the 15th-most popular Pokemon in OU and shows up in about 1 of every 9 matches. That's not that bad. I love Blissey. The only gameplay change that needs to be done is a Stealth Rock nerf. Anything else would just be a bonus.

Stealth Rock works by percentage with type resistance, so like, Charizard which is 4x weak to rock, switch him in and BAM -> 50% HP left. 2x -> 75% HP left.
