Wasn't it based on the No Fly List? That is different from the Terror Watch List.

To be honest, that being voted down is probably a good thing from a civil liberties perspective.

The bill improving background checks being voted down was the bigger crime here I think.

Especially with the bill repealing Obamacare being approved by the Senate in the same session.
