Yup.
 
You should strive to avoid even the appearance of impropriety and they didn't always succeed in doing that. Her problem is that the real and honest answer to the question sounds horrible because it's a very nuanced issue, avoiding the appearance of impropriety is very different from actual bad acts. Too many people will hear the former and think the latter.

His timing and ability to read a situation is indeed horrible. I'm glad for that but still wow.
