Boot into M33 Recovery Menu, go to Advanced Settings, then "format flash1 and reset settings"
Make the UPMS Pandora using the instructions in the OP and re-flash your PSP again.

Did you try installing popsloader? I'm using that SNES emu with fat PSP w/ 3.90 m33-2, the emu installed fine but the roms don't show up and they are .smc. They were put in the ROMS folder under PSP\GAME380\snes9xTYL\ROMS
