You're assuming agencies aren't working over time to verify this stuff. I think given the amount of content generated from completely bullshit DNC email leaks it's ok for this document to be reported on with the 'unverified' disclaimer. I see this as a way of saying "We can't stop talking about these potential links".
November/December, yeah. I was saying November based on what I saw a reporter on Twitter say.
McCain gave his own report with his sources to the FBI in December 9th I believe. But a lot of this stuff has been in the works since like last June.

Even if this turns out to be completely false, it's basically the fallout of him taking potshots at one other significant politician (McCain) and about a week's worth of tweets shitting on the intelligence community coming to roost. The actual issue is foreign policy, rather than internal policy. Trump and the Republicans/Alt-Right will be able to contain this as I said above (creating just-good-enough deflection) but that will be far harder to do internationally.
If Europe/China/Japan/Britain etc view the US as being very closely tied to Russia, it'll represent a dramatic shift in the post Cold War international political paradigm - the two nuclear superpowers and their satellites versus everyone else.
