Last three votes were 41-2. Doug Ford also voted against excusing two councillors who couldn't make this meeting. Oh yeah, Doug Ford said he wouldn't be back after this term (the gallery cheered).

Getting the position of mayor is an achievement in his mind, and he feels the position is his now - he owns it, and will refuse to give up something he feels he won. That would seem to also tie into the talk of the Ford family doggedly defending their own.
It's the only thing I can think of that gives some sort of explanation to his refusal to resign. He doesn't care about the city (obviously), or its people, or the council - only about having that title of mayor. The parts where he seems at his most broken are when the things he's taken on as part of his identity are threatened or taken away, such as the football stuff.
If the city finally does manage to boot him out, forcefully, I can see him shattering then. Though who knows whether that would be in the public view.
He's got an extremely simple and just bizarrely dense mindset. Just so childlike, like that article above talked on.

The Toronto City Council voted 39-3 on Friday to strip controversial Mayor Rob Ford of key executive powers.
Just before the council voted, Ford addressed the chamber and threatened to take legal action, saying he was concerned about setting a precedent that could affect future mayors.
"If someone else steps out of line as I have, it will affect mayors for years to come," he said. "I can't support it. I completely understand where they come from."
He also said he regretted the cost to taxpayers of a legal battle over the council's action, but that he felt he had no choice.
It's clear that his family has been grooming him to be mayor for a long time considering what John Tory has said about him. It's almost certain that it's become his personal identity.

Remember when this city had actual municipal issues to discuss? Never thought I'd long for the transit debates to resume. I really wonder how much this debacle cost the city when it's finally over and done.

The object of the game, according to the kids? Chase Rob Ford “because he’s drinking crack,” a parent told Doucette.
