Eh, it's one of those things where the province doesn't want to be seen as interfering with civic politics. It's a weird precedent to start, for the province and the city.

The only way the province would even consider intervening is if all three parties agreed to act together. None of them would want it to be used against them during the next election.
I'm curious, though, as to what kind of precedence this is setting with the removal of powers.
