A refresh on PS4 hardware with added power, support for 4k video, updated Wifi, VR stuff etc... actually makes a lot of sense as long as it is not to close to the original release date.

I honestly don't know what the mobility of the device has to do with anything. TVs have a long life because there really isn't any need to upgrade. Old TVs can still play the new content. This isn't true with computing devices that can quickly become out of date and useless. Desktop PCs are a good example of this. They had explosive turnover in the 90s. The reason why they seem more stable today is because the performance improvement slowed down, not because they are stationary.
Exclusives would not migrate over to the enhanced PS4. The PS4 would just be able to play those game on a 4K TV, or at a butter smooth 60FPS while the base PS4 might only get 30 FPS or need scaling to support a 4K TV.
The problem people are having with this whole concept is that they are treating it like a traditional new console generation which it wouldn't be.

Developers already support multiple configurations on PCs which is vastly more difficult than support 2 versions of PS4.

Exactly. This alone would be worth going the enhanced PS4 route. The ability to eventually drop the base PS4 under $200 (or more) but still be able have new games come out for it because the enhanced PS4 could play them too with some improvements would be HUGE for marketing. The install base for the console would skyrocket.
That is exactly what they would do. It'd be like on the PC with all the graphical quality settings except that the game would automatically choose the settings for you based on the underlying hardware.

Developers like developing for consoles precisely because they DON'T have to support multiple hardware configurations. They can target one platform and optimize for that. What we'd get with a high-end PS4 is developers putting a minimum of effort into optimizing for the base PS4.

I don't think two tier console hardware has ever been anything other than a train wreck, I brought a 32X and we all know how that panned out.
All you'll end up getting is games that run poorly on the low tier or ones that aren't much better on the high tier.

32X failed for different reasons, though. Sega was a mess at the time, they were supporting Genesis, Sega CD, 32X and Saturn. The problem with 32X is that it fragmented the user base.
A possible 'PS4S' would not lock out PS4 from new releases. It would just run everything on lower settings just like PCs. There is no fragmenting the userbase.

I didn't buy my PS4 as an "standard" version. Sony didn't say anything about making a "better" version when they were selling their "new console" to me.

Phone makers do it all the time. Gamers need to realise that things move on. Sometimes you don't have the best that's out there and you just need to get over it and enjoy what you have. I imagine Sony would ensure games for the PS4v2 would have to work on the current PS4 so there's really nothing to worry about.

How in the world would it be giving the finger? The PS4 would be just as supported as before. The only thing that would change could be that an enhanced PS4 could get a bit better FPS/resolution/image quality and would be able to play ports of the more demanding VR games that the PS4 couldn't handle.
The main difference wouldn't be that a new console is released. It'd that full support for the older console would continue while a new console existed.
