Sorry, but, as far as I know, there isn't another movie apart from this 1989 second series one (http://www.toei-anim.co.jp/lineup/tv/sally_2nd/ and http://www.toei-anim.co.jp/lineup/category/movie/), as the 1966 first series doesn't have a special as a finale (http://www.toei-anim.co.jp/lineup/tv/sally/). Unless you used the word 'film' as a broader term that includes old TV series productions (I don't know all the meanings of that word myself), in that case, sorry for the intromission.

Yeah, the first ones were, but they commenced to broadcast in color after a few episodes (and apparently it was one of the first Japanese animated series to do that).

No, there was a film in 1975 that this one was loosely based on.
