Trying to be frugal and only spend $30. Which should I jump on? Also is it likely the not-on-sale items will go on sale later?
I enjoy story-driven games; I enjoyed Portal 2 for its puzzles while the humor was secondary, which leads me to think I shouldn't choose Stanley Parable.

Thomas Was Alone has been cheaper. It's good fun. I enjoyed that game a lot. Spent about 5 hours, leisure play. No rush, no hunt for achievements, etc. Vlad's right about it, though.
Stanley Parable you're right about. While it's another game I enjoyed, it wasn't much of a puzzler. It was all humour and narration, like a story that you could stray away from to multiple endings. You could finish the normal run in less than 5 minutes, there's an achievement for it and everything. I'd hold, also. It may drop down to $5, too, but it's one that can wait. Did in the last winter sale, and the last summer sale.
Papers, Please -- you missed the flash for that, maybe wait on it. Could come up in encore.
Kentucky Route Zero isn't complete yet. Two more acts still on the way in the next year, three complete. Current flash, though, so cheap as it's going to get for now. I'd hold.
