Steam users = gamers + game devs. They both use steam, for different purposes. Developers likely have a dev account they are using and they can create tags just as well. Unless steam identifies tags based on who created them, there is no way to know which user type created the tags we see for each game.Those are user-defined tags...

We had an argument in avowed thread that they were added by trolls, wanted to prove it by making a neogaf specific tag, but I don't think we're remotely enough.
