I'd say so, yeah. My rule of thumb is if I have no way to get the game with the money getting back to the devs (basically, if the only viable way to get it is used, if that, even), I can rationalize it away.

If a game doesnt come out in your region, IMO you have every right to pirate it because you want to buy it, but the company doesnt want you to buy it.

Now see, there might be viable reasons that company wasn't able to import the game(maybe something to do with license agreements) that I might be legally violating in doing so.

Personally, I don't believe in pirating anything. If someone produces work, they are wholly entitled on making money from their work, but stealing someone's work is never something I would want to entertain. I felt a little dirty that I played Mother 3 using a fan patch for a game that should've been localized and sold to benefit all parties involved.
