Actually, Halo 3 is consistently out-populating Halo 4 right now. Halo 3 jumped back up to around 25-30k peak and has remained there, Halo 4 pulls about 13-16k.

We don't know where Reach is at because 343 never re-implemented the online counter for it, and the in-game population counter is frozen.
In terms of historical data, Reach was WAY above 4 right now in population after the same amount of time. Even on this date in 2011 it was pulling around 800,000 players.
